How to customize windows context menu?

I want to set up a context menu so that when I enter a folder, I can right-click and select an option something like "open in sublime text 3". And so that the whole folder opens as a project, and not a separate file. How to do it?
For example, in vscode such a feature is put out of the box

Menu "open with..." Configurable through the Windows registry.
To open a project, and not a separate file, this must already be configured in the opening application.
I won’t tell you more specifically about the actions, but everything is elementary googled.
