I can't figure out how to make it responsive on mobile devices?
And in general, what is the best way to do it? Add everything to the image along with pointers, and add text on top? It seems to me that these are some kind of crutches.
And if you make up these pointers, they will be directed to different places on different devices (depending on the screen size)

You can place footnotes below and above the image. And you can refuse footnotes and make up the text in a different way. For example, columns above the image.
