How to customize the Quick Access Toolbar and Inspector in Google Chrome?

How to configure the quick access panel in Chrome so that each panel is the sites that I specified, and not frequently opened. What would be not 3 columns, but 5, etc., if at all it is possible to make such settings?
I used to use the fox-tab speed deal extension, but unfortunately it does not store information on the server, I sat down at another computer and set it up again.

Developer Tools can be opened with the F12 key.
The launch pad is not customizable, but you can put, for example, Elements from Yandex, this will add a customizable start page.

You can customize the quick access panel in Chrome only with third-party extensions, but, in my opinion, they all slow down :) However, the quick access panel has one convenient function - you can drag sites from frequently launched sites to the application bar, thus creating a kind of SpeedDial.
