The launch pad is not customizable, but you can put, for example, Elements from Yandex, this will add a customizable start page.
You can customize the quick access panel in Chrome only with third-party extensions, but, in my opinion, they all slow down :) However, the quick access panel has one convenient function - you can drag sites from frequently launched sites to the application bar, thus creating a kind of SpeedDial.
