How to cure 100% CPU on apache2 processes?

I observe a strange problem the second day. Before that everything was normal.
All processor cores are loaded at 100%. A bunch of active processes are created apache2 -k start
I sit and periodically restart Apache so that the server does not die.

In addition to ddos, there is a variant of a crooked developer script that looped itself. If the Site is turned off, does the load remain?
Move the config with the site somewhere, restart and see the load.
ddos can be checked with iftop.
It can also be observed when the processor frequency is lower than necessary for the server to work,
you can see
cat /proc/cpuinfo The
processor can be powerful, but the system has switched it to passive mode
