How to create your own language and font for the keyboard?

Greetings. I need to create my own language font for keyboard (for pc and android). I installed FontLab, it seems understandable, but ... if I create a simple font, then there will be only one language, mine, right? And how to make it so that another language appears on the keyboard with its own (my) font? So that you can simply switch from Russian to English and vice versa.
I got acquainted with the FontLab program just today. I did not find normal video tutorials. If there are more convenient and understandable programs, I will be glad to advice.
PS The font I create goes from right to left and for some reason displays ^ at the beginning of each line. Actually, it's a difficult question for me.
