1) The question concerns IP-telephony, namely, so that I can call the user from the site to the phone, landline or mobile. I don't need third party CRM systems, I need to know if there is any solution? If yes, which one and where? There is an assumption that a third-party resource will most likely be used, which will charge money for phone calls, as is the case with SMS notifications. Maybe the same site "Zadarma" provides such a service.
2) The second is the ability to record telephone conversations. What and how records the conversation to a file and saves it in a folder.

Look towards Asterisk. This is not a third-party service, you need to deploy and configure it yourself, but everything you need and even more will be supported.
