How to create video with attributes (insert photo in video) using web languages?

Good afternoon!
There is a need to make a video with attributes.
That is, the user enters the site, uploads a photo of his friends, and at the output he receives such a video , with the faces of his friends.
I have no idea where to start here.
1) Most likely from the format. What should be the format of this video?
2) Do I need to use some service for this?
3) Is it possible to integrate such video into facebook app?

I don't think PHP should be used here. Better python. I think it fits almost everything.
