How to create uml model?

I can't create a UML model in Visual Studio 2013. I do everything according to the instructions from MSDN, but when I try to drag an element from the element panel to the diagram, nothing happens. When you select any element and hover over the chart, the cursor turns into an error icon. What is the problem and what am I doing wrong?

Visual Studio must be Enterprise or Professional edition, Community does not support
