How to create super user on joomla 3.x?

Hello. I have a site project (online store) on joomla and virtumart on local. I took a template with a quick start. It seems that everything was fine, a lot of things changed, added, deleted, cleaned. But today I removed a super user from the list of buyers. This led to the fact that I completely lost access to the admin panel. At first it looked like a trifling matter: I went to phpmyadmin, found the right line (jos_users), and it turned out to be empty there. I dug out the previous version of the hosting site from the hosting, exported the corresponding line, imported it into the local database, but I still can’t log in (I changed the password a million times according to the instructions). Says I don't have access. Dropped further. Found jos_vmusers. I looked, it's also empty. Repeated the above procedure. The situation has not changed. I can't figure out what's wrong.
And how to create a new superuser with all rights and privileges through phpmyadmin?

Good day! In the *_user_usergroup_map table, add an entry user_id - user ID, group_id - 8 is the super users group by default, just in case, you can take the number in the *_usergroups table .

"jos_vmusers" - what quickstart did you download? On Joomla 1.5? Joomla tables have not had such a prefix (jos) for 1000 years. No matter how you outwardly like this quickstart - either update to the latest version (3.9.23), or do it again (if you just started). Due to security reasons. Virtumart in the post-Soviet space is not very popular because of the difficulties in support and development. If you have recently started - look towards JoomShopping or HikaShop
