How do users access a disabled Joomla site?

I disable the site, but I see in the logs and in the module in the admin panel that users continue to log in and out of the site. How is this possible? Users in the registered group have no rights. I myself check with such a user - he does not let me.
If it matters, DNS is configured via CloudFlare.
