How to create search ads so that one of them is shown only on the first request from the cluster (the HF itself), and the second - on the rest of the cluster keys, excluding the first one?

Let's assume that the key we have is tickets + to !Moscow, in Direct it rolls the following option:
- 1 Group > Announcement: "tickets + to !Moscow" .
- 2 Group > Announcement: tickets + to! Moscow - "tickets + to! Moscow" .
But how to implement it in Google?

2nd group: tickets to Moscow (add [tickets to Moscow] to the negative keywords of the group)
If he doesn’t immediately start swearing to remove the negative keyword from the group, then it should work .
