How to create SSH access of NOT root level, but with the ability to run a screen?

I want to give access to an unfamiliar person to the console, for updating the software.
I don't want to give Ruta.
The screen command will be used for work by a person.
Question: how to make it (a person) work in the right folder?

in view of the minecraft software, and the update meant editing files inside this folder.

create a group that will include a person who needs to be given rights, include software there from exactly who it starts. Grant permission to edit this group.
usermod -a -G wheel user - add to new group
chown change file/folder permissions
