How to create sftp for an already existing user with a key?

There is already a UserAdmin user with sudo rights that has access to the server with an ssh key. How to create sftp for the same user with access to the /home/web/site folder, preferably also with key entry, and how to specify this key in the sublime text settings for sftp connection?
