How to create remote access to files through the server?

The task is that, the server with min. with a memory capacity of 20 terabytes, in which it will be possible to store files and have direct access to files (like a regular folder) or through special convenient software. There should also be a function to access hidden and public folders. Also, access should be distributed to different users and that each user would have the opportunity to create his own personal (hidden folder)
At the moment I use the WD cloud pr4100 storage system - it meets almost all requirements, with the exception of one - when you are offline with a media, direct access to the folder is lost and you can connect to the files only through the browser - this is very inconvenient.
Can anyone suggest a solution to the problem?

Put some NAS like Synology and raise the cloud there.
Access from the outside is easy to set up with port forwarding.
Recommend.

Recently, there was information in the news that European Union officials consider NextCloud to be a good solution for such problems.
Their Russian smaller brothers, however, blocked him offsite in pursuit of Telegram. But this is not a problem yet.

You can mount as a disk in the OS ftp/http/dav. You can see it on your device already. Nextcloud is a well-implemented WebDAV. You also have access through the WD service. I do not know how much your piece of iron but they can be expanded up to 40GB.
