How to create / parse a calculator site?

For internal use (intranet, not the essence) it is required to make a site calculator of abilities and builds, as they used to do for all kinds of Diablo, but now they do for different MMOs. Needed for internal development and testing.

1. What is the best way to create this? After all, there are formulas and connections (in builds, etc.)
2. If this is taken from somewhere, like a copy, and refined - what is the best way to do this? When copying to a PC (downloading), the formulas stop working even after editing the paths (there are ideas to take something from build sites like dota / lol)

Wouldn't it be easiest to use google.docs or excel to put it in a network folder?
