How to create My Disk in Bitrix 24 via API?

Good afternoon!
Faced such a problem in Bitrix 24 out of the box.
I created a user, but My Disk was not created for him (i.e., after going to the disk section, it is empty, there are no folders or buttons for creating files and folders) and now this user cannot add files to tasks and comments.
How can I use the API to create a My Drive for a user? Thanks in advance.
