How to give access to a stranger (freelancer), with whom there is really no contract, so that he can add / edit content on the pages of the section and change / add elements of the info block.

This is the complete answer to the detailed question.
1. Create a group, for example contents
2. Create a user and include him in the contents group
3. If the standard "Works in the control panel" can be used for other purposes, then enable the use of PU for the contents group in the settings of the main module.
4. Based on item 3. (since this is a more flexible solution), granting read rights to /bitrix/admin/ for contents
5. Granting task-specific rights for contents to the /folder1/ section
6. Granting task-appropriate rights for contents to infoblocks
7. Granting rights access for contents to the Structure Management module (in the group or module settings) - otherwise, no operations allowed in clause 5 will be available
8. In order for the PU to load the rights from clause 7 in public, you need to log in under the content manager. The benefit of this item is solely to not be "scared" when you test yourself for the first time.

For example, after creating an element, limit the time during which it could be edited, notify the editor about new material, after which the editor can approve the element and it appears on the site. If you get confused, then you can add version control.
It is when using such a scheme that you can flexibly configure the work of the content manager. When a similar task was set for us, it was important for us that the manager could not delete old material and did not wander through the folders of the site. Each employee has their own space.
To quickly post news + photos on the site, they used Telegram at all: they received a message with a picture and an instant publication was made through the API webhook.
