How to create keytool?

Hello.
I'm trying to create an application on quasar (cordoba)

While generating key keytool -genkey -v -keystore my-release-key.keystore -alias alias_name - keyalg RSA -keysize 2048 -validity 20000
gives an error
'keytool' is not an internal or external
command, operable program or batch file.

Then I go to C:\Program Files\Java\jdk1.8.0_291\bin
I try to repeat this command at this address.
But after filling out the form,

I enter a password and I am denied access.
What am I doing wrong?

Try all the same to correctly specify the environment variables for JAVA
and / or execute the command in some other folder, to which the OS does not have such close attention
and / or use the console as an administrator
