How to create html newsletter?

Need to make a newsletter with html element.
At first, a page with layout was planned, but we decided to minimize the complexity of the task to this form
: did. Knowledgeable people advised to look towards phpmailer'a.
But it is necessary as simply as possible so that female managers can do this using a regular Outlook client, or via mail.ru.
In Outlook, I write in the body of the letter <а hrеf="htр://site.fr"><img src="cid:pic.jpg"></а>, I attach pic.jpg, but the recipient sees the code. Yes, the message type is HTML, not plain text.

Mailchimp is very easy to use and extremely friendly, but there are a few BUT. Yes, the manager girl can handle it without any problems, but the service does not support cid image binding. I haven't met a service that supports this yet, but people use self-written systems for this. In addition, I absolutely do not see a problem with inserting images with a link to a picture. With proper layout, the layout will retain its shape, and the person who has given voluntary consent to the mailing list will easily set the option to show pictures from you.
A couple of words about mailchimp: it
forces its banner in the footer of the letter, and also forces you to fully indicate your company details, down to the address and phone number. This all happens, at least on free plans. On paid - do not know.
If you don’t feel sorry for the money, I can recommend pardot , as a manager of any link can easily master it.
There is another option - to teach the manager how to use the Dreamweaver visual editor, and if the layout designer is competent, then the manager will not have problems editing the mailing content. And in this case, I recommend sending out mailings using campaignmonitor or domestic mailcube

And it's more reliable and faster for serious growing mailings than working through Outlook.
