How to create GIF with sound?

Do not convert video containing audio to GIF, but overlay audio on a still or moving image and save it as GIF with audio.
Is there any specialized software for this?

GIF cannot contain audio. Is it possible to invent your own format that will contain both, but then you will need to invent your own software that will reproduce and encode this format. But why, what did not please the original video file?
