How to create FTP access for a SunOS user?

Good afternoon, a user has been created and is bound to a folder to which he should have access.
useradd -d /export/home/omc/netnumen/ems/ums-server/rundata/ppus/uca.ppu/uca-pm.pmu/query-file -m username passwd
username
there is no access to ftp, there is access for root.
/etc/ftpd/ftpusers file for users who are not allowed to log in to the FTP server. - and where to add that access was?
