How to create and delete a button through a telegram bot?

I am writing a bot, I want to make a function in the bot so that when sending out to users, you can add buttons to it directly through the bot (not through code).
That is, before sending the newsletter, you can click on the "Add button" button and enter the name of the button with the specified link there and the newsletter will be sent to users with this button. How to implement?
