How to create an svg arc between blocks?

I have several blocks, some of them are related to each other (like consumer and settlements). It is necessary to draw an arc connecting to another block by clicking on one of the linked blocks in such a way as to take into account:
1. The arc should not touch the text under the icons or another arc (draw above/below).
2. When resizing the window, the arc also changes its size accordingly.
3. Absolutely perfect - with the animation of the appearance of this very arc.

Theoretically, I can imagine how to draw an arc, but I still don’t realize the decision to implement the first point
