How to create an online map for an android application?

The thing is. I need to create a map for the application with the ability to put labels that everyone who uses this application can see. (And everyone can put labels) Now I'm racking my brains. I thought it was stupid to create a website with such functionality through webView. But what if there is an opportunity to do without webView. In general, if something is not clear, write! no need for a webview, it will be scary to slow down, I somehow did something like a client (a stylized webview to catch up with users, the web came first)
on the client side google map v2
on the server side which is more convenient for you
