How to create an online consultant like JivoSite?

I wrote a question, they took it as a task) I re-read it, I thought wrong!))
In general, experts are like that.
Who wrote the online consultation?
I wrote to JivoSite support, they wrote that their service works using webRTC technology. Has anyone worked like this?
I just have a question, where to dig? What technologies to apply, more precisely, what stack? Which database to use, MongoDB or MySQL?

If you don’t really understand how it works, then you certainly won’t be able to write. Start with something simpler.
