How to create an intermediate SSH Telnet server?

Hello!
There is a server project, on Windows Server 2012 R2. It needs ssh, sftp, webdav, telnet server. The Internet advises to make an intermediate SSH server on OpenSSH, webdav on apache, telnet on telnet. How to raise all these servers?
Help me please!

Installing OpenSSH (ssh/sftp) for example:

telnet server is installed via additional system components (I don't remember exactly what it's called - windows systems not at hand)
WebDAV is installed as an additional extension to IIS

put Linux (any taste), for seriousness you can like CentOS or Debian
mount Windows resources on it, for example like this , also see here
Configure WebDav for mounted folders.
Set up an ssh server in linux (aka sftp)
via ssh go to linux from it with the telnet command on windows (on which you need to enable the telnet server)
Or install an OpenSSH or FreeSSHD server on Windows and port forward ssh traffic on Linux PS :
telnet out is better not open.
