How to create an exclusion rule in Windows Firewall?

How to create an exclusion rule in Windows Firewall? I need to block absolutely ALL incoming and outgoing connections, with the exception of firefox'a. In the advanced settings of the Firewall, I created 2 custom rules (for incoming and outgoing connections) that block all types of connections on all ports for all programs and services. However, I'd like to allow connections for the browser. How can I do it? Thanks in advance.

All incoming and outgoing cannot be blocked, as the Internet connection will fall off. In the firewall (IMHO) this cannot be done, use third-party firewalls.
There are window firewall add-ons, for example
