How to create an application for Windows Phone without having an API on the site?

How do I write an application for my resource? There is Visual Studio 2013.
I tried to look for answers in Google, Yandex, but all in vain, they offer me only from the mobile version, to concoct an alleged application in which it is stored. Please help me :D

What's the application? Where is the data stored? What did you search for in the search engines? Your question, for me personally, raises a dozen clarifying questions and not a single answer. Can you write a WCF service to fetch data? Can you create a SQLConnection to your database?
