How to create an Apple developer account?

I am in Kazakhstan. I have a personal American Apple ID that I actively use and a card is not attached to it, since an American bank card is required. Also in the contacts is a fictitious American address. For purchases of applications, I replenish the balance through the American iTunes Gift Card.
I want to open a developer account.
Questions:
1. Can I get a developer account with this Apple ID? Or is it better to create a new regional account?
2. Does the money from the sales of applications go to the card specified in the Apple ID contacts or in some other way?
