How to create an app for a website?

Hello!
Interested in creating an android application for a specific site. There is a database that stores information about publications on the site. How to display it in the application?
There is an option to make it like a regular browser. But this is not relevant ... as for me. Better standalone app.
Please advise where to start. Or post a link to a similar thread.
