I know Python, and superficially html. Now they have spawned all sorts of designers, bootstraps. Which framework/builder is the easiest to create a responsive website?

Take what you know or what you like. The search engines don't care what you do if you do it well.
Any bootstraps will solve issues with adaptive and layout speed.
The server part can also be done in python, there is Django for it.
