Hello! I am planning to move to the cloud. I will buy vps and dedicated servers. It is possible to create a domain controller on a VPS/VDS, configure users and computers, configure a local security policy and manage group policies! But, not everything is so simple - How to connect computers to such a controller???!!! Looking forward to a detailed answer, thanks in advance!

Move to the cloud so completely. Read about Azure AD and Microsoft 365 (not to be confused with Office 365).

No, of course you can go completely to the clouds, the question of price, again, I would prefer wsus and a large file storage on the ground, so one controller in the cloud, the second on the ground and VPN site to site between them.
