How to create an account in Microsoft Azure (developer from Russia)?

Yesterday I tried to create an account in Microsoft Azure, but it's not possible, it shows the message "We're making changes to the customer experience and Azure subscriptions are not currently available in Russia."
I wrote to tech support and got this response
: “Kindly note that Microsoft is evolving the process behind its Web
Direct program for Russian customers to ensure a consistently high quality of
service across all Microsoft programs. While these process adjustments are ongoing,
we will temporarily only be able to service existing customers. We do not have a definite ETA on when you can register/purchase as we expect it would take several weeks.
As an alternative you can continue to buy Azure through the EA (Enterprise Agreement) & VL (Volume Licensing) Programs."

Well, i.e. in the next few weeks, developers from Russia will not be able to subscribe to Azure services.
EA (Enterprise Agreement) & VL (Volume Licensing), as far as I understand, for large companies. But just trying to create an MVP is simply not possible for small teams.
Has anyone encountered a similar problem and managed to somehow solve it?
Register with another country (unfair of course)? And there it seems like the billing address should match the specified country?

I talked to the English support, they passed my coordinates to the Russian, so that they would contact me.
I got a call from a manager from some Microsoft partner, it seems from 1C: First bit, but I could be wrong. I explained the problem to him for a long time, he was not in the know at all. He said he would clarify the situation and call back.
It took him several days to find out, he called back again, began to offer to describe what resources I needed and then conclude an agreement, pay according to the agreement by bank transfer. I said that I first need to try how it works in general ....
In short, by a combination of factors, I decided that I did not need it. Moreover, it turned out that the product that I was interested in is no longer being developed by Microsoft as unpromising, and they have not yet developed a replacement for it ...
