How to create a Windows 7 installation disk without an image?
The PC has a Windows 7 OEM license. Bought an SSD and want to migrate with a clean install. And the installation disk.

There is no licensed disc or unlicensed. The presence of documents on the purchase of a key is a "license".
There is only a key that activates the corresponding version of Windows.
So download the same Windows as it should, on the same MS or root tracker, write to a USB flash drive and install)
Who said about OEM and "regular distribution"? Do you think there is a special OEM distribution and a BOX distribution? These are just licensing legal restrictions.
