How to create a website on Apache server without creating Apache config file?

Hello! Such a question: I met a scheme for creating a site at NetAngels and Hostland hosters, in which the user is only required to create a subdirectory in a specific folder (the folder name corresponds to the site domain). How to implement it?

You just don't see the config file.
Most likely, the user_dir mod is installed in apache ( https://httpd.apache.org/docs/2.4/howto/public_htm... or some similar one.
