How to create a website for an open source project?

Those. there is an open source project. And there should be a website - it has a changelog, archives for downloading, a manual, links to github, all sorts of sections: contribute, support. Also advertising and/or donate.

I also have a suspicion that the manual needs to be somehow generated from what will be in the repository of the project itself, so that it is under the control of the version control system and is synchronized with changes in the project. (Besides, the ethics and rules of free licenses suggest that the manual should also be under a free license and published in its normal form).

Looking for some kind of CMS type solution for this. Preferably ruby ​​or perl.

Once I deployed redmine developments for my file dump, but I didn’t start more or less significant projects, so I abandoned it for several months, and recently reanimated it for the job I got a job. The bosses are quite satisfied with the way of interaction, having nothing against it.
If you plan to work with other projects or commercial ones, then I recommend to practice, it doesn’t always take off the first time (my deplorable experience is installing redmine from turnips that nailed the base with an update) !

If you still want a website, then I would not philosophize, but take the most banal Wordpress. Installation-configuration in an hour, simple as boots, thousands of plug-ins and placed on any hosting.
I myself did this at one time, for the third year the flight has been normal (if you are interested, the link is in the profile).
