There is such a utility called qemu-img - it allows you to convert various HDD images, including RAW, VmWare images, Virtualbox and many others. I transferred the 90 GB image several times from one format to another - it works great.
If your goal is to boot into Windows and be able to use Linux, then look towards cooperative linux (colinux), especially since this will give a performance gain due to the lack of need for hardware virtualization.

Then there will be no need to take an image from an existing partition - colinux can "virtualize" the system from a physical partition on a disk; at the same time, you will retain the ability to boot into the same linux system fully.
You can boot from Clonezilla Live-CD or some Acronis.
Create an image, then roll it out in a prepared virtual machine.
