How to create a user with all root permissions without using sudo?

For example, I want to create an Admin user with all root rights and BLOCK the root user, I tried to do this with sudoers, but for example, apt must still be used with root rights, how else can I approach this issue.

I suspect that "blocking root" in your case does not mean disabling the account, but something like turning off the ability to go as root via SSH.

I may be wrong, but if you create a user with the same id as root, then this user will be a full-fledged root in the system.
