How to create a theme on Drupal 8.6?

Good afternoon.
You need to create your own theme for Drupal.
Write how to do it right?
There is an underscores theme on WP. In which all the minimum is needed and the correct architecture is present.
Does Drupal have something similar? Or do you need to take the base theme and use it as a parent theme and create your own relative to it?
Or some other correct way. Thanks

"Wrong" to create a topic you will not succeed. Either you inherit the theme from one of the base core theme (those that are in the core/themes folder), or from the contrib theme , or do not inherit at all (which in fact would mean inheritance from the system theme). Then you redefine the necessary templates, write css and js.
The most popular basic theme is of course bootstrap , but come on, what a bootstrap in 2019.
