How to create a theme and not color schemes for sublime text 3? I know this resource tmtheme-editor.herokuapp.com/#/theme/Monokai , normal, but how to create the theme itself? i.e. window decoration, tabs, etc.

You can gut the default theme /Packages/Theme - Default.sublime-package
This is a regular zip archive inside a bunch of design pictures and the Default.sublime-theme theme itself
Or do like most fork soda and redo it as it should github.com/buymeasoda/soda-theme
