How to create a schedule of lunches and breaks for employees?

Good day!
Given:
1. List of employees of the organization
2. Work schedule of employees (2/2, 5/2, etc.)
Task:
Make automatic formation of a break schedule (there are conditions, for example, those who work 2/2 30 minutes and 3 breaks of 15 minutes) subject to certain conditions (every hour no more than 15% of the employee from the total number of people who work at a given hour can go on breaks, etc.)
Ideally, I want to set conditions for the formation of a schedule and so that the program produces the result in the form of a table.
Now I'm doing this manually in EXEL
Please tell me in which direction to move, in which environment or program is it easiest to implement all this?

Using formulas or macros. I won’t tell you how formulas and macros work, this is the topic of more than one answer.
I advise you to outsource the task.
Pros: the task will be performed by a professional; the task will be completed faster than if you yourself study this topic; you will like the result, you will want him to do something else, because before you spent a lot of time, and now it's a matter of 2 minutes.
Cons: It will cost money; you will not discover the wonderful world of automating routine processes within yourself.

My IMHO:
the head of each department should just make sure that all employees do not leave if people are required at the facility.
And now the reasons why I think so:
1) a person should have a rest when he needs it. let him rest at least 10 times for 15 minutes, if he does his job with high quality and perfectly fulfills KPI, then what's the problem?
2) rest should be not only physical, but also moral. Many people in this understanding just have a point - to chat, to discuss behind people's backs with their friends. Yes, the same 15-minute breaks are much more productive to spend with friends.
And now a few thoughts on your task.
1) what does not suit you in the current implementation of excel? or graphs constantly float with the number of employees?
I would not change your scheme with excel if there is a reasonable number of employees. But I would add a visualization so you can see at a glance which time is the least busy. And manually go through the employees.
Moreover, the Excel table can be elementary:
full name | type of work | break time 30 minutes | break time 1 hour | break time 15 minutes 1 | vp15min2 and so on,
with the choice of the time of the break - the drop-down list of the beginning. Don't forget the calendar too.

Divide workers into shifts.
Each shift has its own schedule.
Although the condition about 15% in my head I can not fit.
For example, there are 100 people, every hour 15 go to lunch / break, that is, the turn of some of them will only reach the 6th hour of work. And that's just the first break...
