How to create a proxy for Telegram?

Good afternoon.
I want to create a proxy for a telegram and distribute it to my friends in case it is blocked in the country. But I do not want the proxy to be used for other purposes.
How can I implement access only to the telegram and a single password / login for everyone?
Telegram does not dynamically issue different addresses depending on the region or randomly for each?

You can use https://github.com/alexbers/tgsocksproxy. This is a tiny self-written python sox proxy that by default only allows access to the telegram network.

in 3proxy it can be implemented like this:

auth strong
users tguser:CL:tgpass

allow tguser * 149.154.160.0/20
socks

at least for Europe it works.
