How to create a PR not from the master, but from another branch?

People, can you please tell me how to create a PR associated not with the master, but with a specific branch?
The situation is this, work is being done on a certain branch, all new branches are created from it, and not from the master, and it is necessary that the PR be, how to explain it, also from this branch ...
Perhaps I explain a little incorrectly I think you will understand what I want.
Roughly speaking, in my PR I should write something like:
userName wants merged 2 commits into feature/someBranch from feature/myBranch
and not like this:
userName wants merged 2 commits into master from feature/myBranch
