Hello!
If your theme or plugin is already prepared for localization (strings are wrapped in eg _e() ), then you can create a pot file. PoEdit is great for this purpose. It scans the folder with the theme or plugin, finds the lines and creates a pot file. If you need a pro version, then send me a file with your theme, I will create and send you a pot file
