На самом то деле организовать колл-центр не так уж сложно, теоретически можно за пол-дня все сделать.
Ну для Украины, например, платными можно сделать либо короткие номера, либо номера с кодами 070 и 090. Короткий номер можно взять, например, у clublevel4x4, а номер с кодом 090 можно взять, например, у октела.
