How to create a page in Bitrix with your own layout?

I have a task to create a text page with my own design. And the question is rather, how to organize the structure correctly?
I create a folder in Bitrix, create index.php there, and make markup. Where should I place the css? In a shared file or in this new folder? What is the best way to connect it then? And as for the images, is it better to put them in a separate folder too, in a separate folder in this new folder?

It is better to do it through the site template and in the site settings set the conditions for connecting this template (for a specific directory)
