How to break through the signal through the forest? Advise other equipment that will solve the problem. Putting a pole 40 meters high is not an option.

Do not break through the forest in any way. Are you sure about 40 meters, this is the 12th floor of the house. Usually they are 16 meters, this is a five-story building. Telescopic mast ~10t.r. So I don't see any problem. Yes, and the point you need will be normal, then you have a bad option.

You can't break through the forest, you need a direct line of sight. Put up the mast and shoot from it.
The cheapest option is ubiqiti rocket or nanostation. They already have directional antennas.
And do not forget that in theory this should be registered.
