How to create a network?

Hello!
Help to understand the task at hand. I was sent to practice in one enterprise where I was given the task in a general way - "to create a network". From all the available information that I managed to get, I have: "There are N-th number of computers on the network, a small part of them have Internet access, computers will be equipped with components that have passed security checks (in terms of information protection)."
As far as I understand, I need to organize a local network between, for example, 15 computers, 5 of which have open access to the Internet, the remaining 10 do not. Network equipment for organizing a local network (switches, routers, etc.) should be taken only, so to speak, allowed, do I understand correctly?
I myself am not a specialist in the field of computer networks, I will be glad to help a person who understands this field. Thanks in advance.

Put managed switches, put a router at the output. You make two vlan, one for a secure network, the second for the Internet. The router provides Internet access for one Wealan and provides communication between Wealans, if necessary.
Additionally, you can enable authorization on 802.1x switches using passwords and certificates, so that you can’t just turn on any switch to your network. You can also set up automatic binding to the Wealan based on certificates. Those. A secure computer will always be connected only to its Wealan.

Internal switches can be any, but the gateway that distributes the Internet may need to be certified. Although not necessary - it depends on what level of security you need to comply with.

For 15 computers that do not load the network very much, just one Wi-Fi router is enough, the only thing is that it must have a powerful processor, if the connection is wired, then count it by the number of LAN connectors, open Internet access is not needed if everything they can be combined into a local network, and if not, then the IP of the remote computers must be static and "white", or there must be a server that unites them, otherwise it will not work.

If there is a free computer, then pfSense as a router. if there is a budget, then the mikrotik router.
