How to create a multilingual site?

It is possible through a subfolder in the site, copying the content simply by replacing the language.
It is possible through CMS, and available plug-ins to it.
It is possible through the backend on some kind of Django framework.
To edit content - Wordpress, there are plugins for multilingualism. I don’t know what your offer to buy paid plugins meant, if it’s about your site and that it has expanded, then you are all ok with this.
