I can create a module that is displayed on the pages of the site and performs the actions I need.
What I can't do: I can't create a module that would be controlled from the admin panel. Well, you understand, let's say there is an input field in the admin panel, we write text there, select a color (let's say red) and this text is displayed on the site in a red frame. I tried to figure it out myself - I couldn't. There is a lot of info on the Internet, but about the creation of "Hello World". But I don't know how to proceed.

Hello. And what functionality should the module that you want to create have? First things first, maybe search the site for Joomla extensions , suddenly such a module has already been created by someone and you can simply install it on the site.
If the functionality of the module is very simple, for example, displaying some inscriptions, tables, links and / or pictures - I suggest using the “HTML code” module available in the Joomla arsenal (as it appears from its description: The module displays an HTML fragment on the site - code typed manually or with a visual HTML editor (WYSIWYG) ).
